I think he’s not smiling because the letter being read got old. Like, ok it’s funny at first, but now that I’ve heard it a bunch of times, it just gets me angry. That sort of thing.

Well according to the flow chart the gatekeepers are above the OOA, so I think that means the battle is between 3 and four and the outcome would then trickle down and effect the OOA and its associates.
